The OPCW and host government of Montenegro co-organised the 13th Workshop to Coordinate Assistance and Protection from 10 to 12 October 2012 in the coastal town of Tivat. The workshop focused on issues related to implementation of Article X of the Chemical Weapons Convention and was attended by 23 participants from 20 States Parties.*
The event brought together experts and specialists from States Parties that would donate and receive Assistance and Protection in the event of a request under Article X, together with participants and instructors in capacity building programmes and members of National Authorities.
Recent concepts developed by the Technical Secretariat such as regional centres for assistance and protection, e-learning and training of trainers – which provide a basis for identifying new ways and means to improve strategies for the full implementation of Article X in a changing security environment – were addressed in several interactive working sessions that involved all participants.
A comprehensive summary of topics that are relevant for continuing deliberations on Article X was prepared for the attention of States Parties during the next round of informal consultations on Article X, which will take place before the 17th Session of the Conference of the States Parties from 26-30 November.
