Online Training Course on Chemical Safety and Security Management for Asian Member States

This is an advanced course that aims to introduce chemical plant safety and peace applications in chemistry to improve Member States’ capacities by sharing lessons learnt from chemical accidents and incidents. By introducing novel training modules to enhance process safety competency requirements to focus on organisational learning so that process knowledge can be applied to situations in order to effectively manage risks. The course falls within the competences established to the OPCW by the Article XI of the Chemical Weapons Convention and has been developed by the International Cooperation Branch of the OPCW.

This training session will focus on how current audit methodologies could be improved based on the possible future scenarios on safety and security management in chemical facilities and promote peaceful applications in chemistry to prevent misuse of highly toxic chemicals.

Content

Two topics related to chemical safety and security management will be discussed during this session focusing on chemical plant safety and security management based on future accident seniors and peaceful applications in chemistry. By introducing novel training modules to enhance process safety competency requirements to focus on organisational learning so that process knowledge can be applied to situations in order to effectively manage risks.

Aims

The main course purpose is to strengthen capacities of the safety and security personnel in CWC States Parties in order to prevent chemical accidents and incidents, and potential misuse of highly toxic chemicals. An additional aim is to improve the awareness of the effect of advanced technologies on chemical plant safety and security management strategies.

At the end of the course, participants will be able to:

  • Recognise comprehensive and operative audit methodologies for chemical facilities based on future possible catastrophic scenarios. This new audit methodology will provide with a clear picture of the path to disaster and how to fix the known limitations of the current audit methodologies.
  • Demonstrate how to identify high risk chemicals and their industrial applications towards the prevention of misuse of these chemicals.
